This by-law aims at the totality of the rights and duties of readers and patrons of the library.
To achieve this, the users of the library are at the service of users in order to make the best use of all available documentation tools.
Conditions of entry to the library

Entry
Article 1: the library is open to all, but only spaces reserved for the public are allowed to enter.
Children under the age of 07 must be accompanied by adults, and groups who wish to use the library services are required to make appointments in advance.
Chapter II
timing
Article 2: opening and closing times for various interests are determined by the administration and published and commented for the public to see, as follows:

Conditions for registration in the library
Article 9 :
the documents required for registration in the library are:

Article 10:
the card handed over to the reader is personal and he is responsible for all the documents loaned to him and is valid for one year only.

the library administration must be informed about any change in the personal information of the reader or in case of loss of the card.
Borrowing
Article 12:
memorizing and presenting the reader’s card at the library and at each borrowing of documents is necessary.
Article 13:
the reader may borrow from two to three at most of the books allowed by the library and placed at the disposal of users.
Article 14:
the reader can submit a reservation request for documents intended for lending, and such requests cannot exceed two books per reader.
Article 15:
the reader must return the borrowed documents on the specified date and any delay exceeding 15 days, the library sends an excuse to the person concerned to return these documents, and in case of non-return, the person concerned is subject to the penalty of deprivation of access to library services and judicial follow-up.
Article 16:
The reader must return the borrowed documents in their original form, report any damage caused, noticed or caused by others, and in no case can any restoration or repair of borrowed documents be carried out only by supervisors.
Rules for the use of means of communication
Article 17:
the process of using the internet is subject to the principle of respect for the rules in force in the library.
Article 18:
children’s access and exploitation of the internet space is only by providing a parental license to do so.

the use of various information media and automated media placed at the disposal of users is allowed, and the library supervisors have the right to block or prevent the use of any site that would violate the public law and the objectives of the library.

the exploitation process can be stopped in case of special activities in the library halls or on the occasion of the exceptional closure of the interests.

Comments and opinions of readers
Article 25:
a register shall be placed at the disposal of readers and library patrons in which all comments, opinions and suggestions regarding the operation of the library and the method of obtaining documents shall be recorded answered within a period not exceeding the loan period.

these rules of procedure shall be permanently published in the advertising plates of the library, as well as provided to each participant on the date of registration .
